OERC pulls up transmission company

Concern over interruptions due to technical problems

OPTCL should file detailed project reports: OERC


BHUBANESWAR: The Orissa Electricity Regulatory Commission (OERC) pulled up the Orissa Power Transmission Company Limited (OPTCL) for the magnitude of low voltage and duration of interruptions on account of technical problems in grid substations and transmission lines.

Reviewing last year system performance of the OPTCL here on Monday, the commission expressed concern that there were as many as 44 interruptions of a total duration of 121 hours during the year due to snapping of jumper, conductor and earth-wire and 21 hours due to bursting of Current Transformer and Potential Transformers (CT/PT), respectively. Moreover, the OERC reprimanded the public sector unit about the slow progress of the ongoing projects that resulted in over cost and time overruns. “The OPTCL should have a well structured project management group with identified responsibility.

A person in the higher level should be assigned with the responsibility of monitoring the on-going projects. Instead of merely shifting the date of project completion, the OPTCL should mention the reason of shifting and how it will be completed,” says the commission.

The OERC also directed the OPTCL to chalk out a definite implementation schedule for the proposed master up-gradation plan and follow it scrupulously.

The public sector unit was asked to furnish the original date of the projects under execution should be given to vis-À-vis the present status in its system performance statement.

“The projects under implementation should be completed within the date line mentioned in the tender documents. Any further escalation to the projects must be to the OPTCL account. The OPTCL should file the detailed project reports (DPRs) of all the proposed projects likely to be implemented during the entire plan period,” says the OERC.With regard to its investment plan, the OPTCL should submit a consolidated plan instead of making piecemeal submissions as it is currently doing, the commission says.
