Madras, Bombay, Bihar, Uttar Pradesh, Kerala, and the Union territory of Tripura have formulated detailed schemes for retrieving and rehabilitating juvenile delinquents. The schemes, as outlined by the Centre, envisage the establishment of a borstal school and remand home, a hostel to house juveniles on probation and a certified school with a vocation bias.
