KOLLAM: The first institutional District Police Training Centre in the State will be inaugurated in Kollam soon. Set up at a cost of Rs.10 lakh, the Kollam centre is based at the Armed Reserve Police Camp complex. District Superintendent of Police M.R. Ajith Kumar, told The Hindu that the centre had been set up on the basis of the recommendations of the Kerala Police Performance and Accountability Commission headed by K.T. Thomas, former judge of the Supreme Court. The purpose of the centre is to develop performance skills in policemen and to enhance their service delivery to the common man. One of the main tasks of the centre will be to impart training to policemen on the Common Integrated Police Application (CIPA), a project of the Union Home Ministry for modernising the police force. The CIPA will reduce manual maintenance of records and registers at police stations and instil more transparency in the working of the police department. Better supervision of police activities at all level is another advantage of the system. Mr. Ajith Kumar said that as part of the CIPA implementation, all the 31 police stations in the district would be provided four computers each. Seventy-five policemen from the district were also sent to the Police Training College to undergo special training in CIPA application and implementation. These policemen will provide the CIPA training to the rest of the policemen in the district through the centre. A course calendar and faculty list for the centre has already been prepared. He said the ad hoc training became necessary because very soon filing of first information reports and many aspects relating to investigation would get computerised in the district.
