Lack of co-ordination derails road safety measures Law & order

Various agencies seem to be functioning on their own, writes V.S. Palaniappan

While there is a concerted effort by various agencies to ensure road safety and reduce deaths due to accidents, the agencies seem to be functioning on their own in isolation and the lack of co-ordination is leading to be counter- productive, pointed out K. Kathirmathiyon, secretary of Coimbatore Consumer Cause.

The City Police recently joined hands with the Corporation, Tamil Nadu Electricity Board and Highways Department in a bid to minimise accidents and enhance the smooth flow of traffic. There are many areas where road engineering was being done without consulting the other agencies and they turn out to be neither traffic nor motorist-friendly.

For ensuring co-ordination among agencies, the Road Safety-cum-Traffic Advisory Committee meets regularly for sorting out contentious issues. In June 2005, the committee had resolved that no agency shall carry out any work without consulting or getting the approval of the committee, especially in terms of centre medians, speedbreakers, bus shelters and traffic islands.

For all these road safety related structures, there are technical specifications to be adhered to by the agencies concerned. Similarly, the traffic advisory committee had also resolved on a number of occasions on issues such as location of bus stops, height of centre median and traffic islands. In fact, some of the centre medians and traffic islands that overshot the prescribed height fixed by the Highways Department had resulted in being a problem rather than being a solution. There are any number of bus stops that are either located close to a traffic signal or a road turning. The issue regarding the need for upward revision of the running time of the town buses remains unresolved. If all the agencies come together ensuring co-ordination, a number of such issues could be resolved, Mr. Kathirmathiyon said.
