Commissioner, DGP told to forward officer’s representation to government

He has sought accelerated promotion for killing gangster Veeramani

CHENNAI: The Madras High Court has directed the Commissioner of Police and the Director-General of Police to forward to the government within a month a representation from a police officer, seeking accelerated promotion for his act of killing gangster Veeramani (of Ayodhyakuppam) in 2003.

Disposing of a writ petition filed by the officer, Justice S.Nagamuthu, said that on receipt of the representation, the Home Secretary should consider it strictly in accordance with law and the relevant government orders within three months.

S.Velladorai, Assistant Commissioner of Police, Traffic and Investigation, St.Thomas Mount, submitted that he was a Ph.D. He joined the Tamil Nadu Police as a directly-recruited Sub-Inspector (SI) of Police on June 2, 1997. During his career as SI and Inspector, he had rendered unblemished service. There were no disciplinary proceedings against him in his entire service.

Dr. Velladorai said he was a member of the Special Task Force (STF) that surrounded brigand Veerappan, and the subsequent encounter on October 18, 2004 in which Veerappan and his associates were killed. Pursuant to a government order for a “one-stage accelerated promotion” to all the 752 STF personnel involved in the operation, he was promoted as Inspector. Later, he was awarded the STF medal for gallantry and given accelerated promotion as Deputy Superintendent of Police with effect from February 18, 2005.

Prior to his joining the STF at Erode, he was serving as SI, Marina Police Station here. Dr.Velladorai said he gunned down Veeramani in July 2003. This act was appreciated by people from all walks of life. According to the circular instruction issued in 2005, the act of bravery exhibited by him deserved recognition by the government by the award of accelerated promotion.

He submitted a representation to the Chief Minister requesting promotion to the rank of Additional Deputy Commissioner. After his transfer from Dindigul to Chennai City, his petition was forwarded to the Commissioner of Police. But, in November 2006, the DGP conveyed to the Commissioner that since the officer had already got double promotion following the killing of Veerappan, his request for one more accelerated promotion was being rejected.

He said such an accelerated promotion had been given to another officer for an act of bravery.

He submitted a detailed representation dated August last year to the government. Instead of sending the representation to the government, the Commissioner had himself sent a memo in October 2007 enclosing the DGP’s earlier memo stating that it was self-explanatory.
