THIRUVANANTHAPURAM: Speaker K. Radhakrishnan on Monday ruled that it was well within the purview of the Kerala Assembly to pass a resolution expressing its views on India’s nuclear deal with the U.S. He gave this ruling when Kerala Congress(M) leader K.M. Mani and Congress leader Thiruvanchoor Radhakrishnan quoted rules and procedures in the Assembly to question the propriety of the House passing such a resolution, as it did on Friday. Mr. Mani said the nation’s policy on cooperation with another country was not a subject within the purview of the State Assemblies. He and Mr. Thiruvanchoor Radhakrishnan also said that the resolution asking the Centre to scrap the deal with the U.S., passed by the Kerala Assembly on Friday, contained observations attributing bad motives on the part of the Union government in signing the deal with the U.S. Countering these views, Home Minister Kodiyeri Balakrishnan cited instances from the past when the Kerala Assembly had reacted in a similar fashion on the nation’s deals with other countries. On any issue having a bearing on the destiny of the country, the Assembly has a right to put on record its sentiment.
