Kakinada: The Andhra Pradesh State Endowments Officers’ Association that was formed in Vijayawada two days ago demanded that eligible officers and employees be given promotions by the Departmental Promotion Committee (DPC). By doing so, the DPC would be elevating the officers and employees who had been working in the same cadre for the last 10 years, thus filling most of the existing vacancies. The State government should immediately convene the DPC to give promotions which were postponed on grounds of seniority and litigation, said association president and Regional Joint Commissioner of Endowments S. Kondala Rao. Addressing a press conference here on Wednesday, Mr. Kondala Rao said several vacancies were filled by in-charge officers from other departments despite availability of qualified officers within the Endowments Department. For instance, there were scores of engineers deputed from Roads and Buildings and Panchayat Raj Departments who lacked awareness about the construction and maintenance of temples. The DPC should therefore be convened for all posts every year to implement the service rules pertaining to postings, transfers and promotions of all categories of officers and employees. Dharmika ParishadThe promotions of executive officers and appointment of temple employees as executive officers by transfer have to be taken up immediately in accordance with the rules under Section 29 as mentioned in GO MS No. 262. All promotions have to be affected in strict conformity to the rules thereof. The existing rules related to constitution of the trust boards should be applied for the formation of Dharmika Parishad also. Mr. Rao said the association further favoured that powers with regard to administration of temples at all levels should be delegated to the assistant, deputy and regional joint commissioners of endowments to enable them to meet the people’s requirements promptly. The association’s views should be taken into account while taking any policy decision related to the temples’ administration.
