NEW DELHI: The Delhi High Court on Friday reserved judgment on a revision petition filed by the Union Public Service Commission (UPSC) against a Single-Judge Bench of the Court directing it to disclose the model answer papers and the cut-off marks obtained by candidates in the preliminary civil services examinations. The Division Bench comprising Justice A.P. Shah and Justice S. Muralidhar reserved the judgment on conclusion of arguments by counsel for the Commission and for Transparency Seekers, an organisation of civil services aspirants. The Single Bench last year had upheld the Central Information Commission’s (CIC) ruling directing the UPSC to disclose the information sought by Transparency Seekers. Justice B.D. Ahmed had ruled that the disclosure of the information “cannot harm the interest of UPSC or any third party.” The UPSC argued that if information about the marks scored by the candidates was given, there was a possibility that it could be misused by coaching institutes and this would harm the interest of meritorious students
