Infiltration has nothing to with peace process We will ensure free poll, instil security in people SRINAGAR: The Jammu and Kashmir police are fully prepared to face the challenges of militancy, including infiltration which has increased over the past few months, DGP Kuldip Khoda told The Hindu on Friday. The situation on the ground had improved but a lot more needed to be done. “We are fast moving towards complete normalcy.” There were attempts from across the border “to see that Kashmir remains disturbed. “We will not allow that.” Mr. Khoda disagreed with the view that infiltration declined in the past due to the peace process. “That has nothing to do with the peace process. These are two different issues.” ISI handThe government had been consulting all leaders for solving the problems in Kashmir. “But militancy operations are being controlled and calibrated from across by those who are training and arming the militants. It is very clear and known to all of us that Pakistan’s Inter-Services Intelligence, their government agency, is fuelling the militancy here …” There were “lots of casualties” among militants while sneaking into this side,” Mr. Khoda said. The situation had been improving over the past few years. “The credit for this must go to police and security forces and I must admit here that people of the State want peace. We are getting lot of cooperation from them which is helping us combat militancy and bring peace.” Mr. Khoda said foreign militants were larger in number than locals in militant ranks. The foreigners were inducted after the ISI felt that Kashmiris were deserting the ranks and it gave them control of militancy. “But they are not acceptable to people,” the DGP said. The police and security forces would ensure that the coming elections were held in a free, fair and transparent manner and “will infuse a sense of security in the people.”
