Camp to regularise illegal colonies from August 1

1,639 Provisional certificates to be issued

250 forms to be received at the camp daily


NEW DELHI: Delhi Public Works and Urban Development Minister Raj Kumar Chauhan on Saturday announced that a special camp would be organised at Pragati Maidan from August 1 to 7 to enable submission of relevant documents for issuing provisional regularisation certificates to 1,639 unauthorised colonies across the Capital.

The Minister advised the representatives of unauthorised colonies to submit complete lay-out plans, maps and compact discs, among other things, pertaining to their colonies at the camp so that the colonies could soon be issued provisional regularisation certificates.

Mr. Chauhan made it clear that the provisional regularisation certificates would be issued to the 1,639 unauthorised colonies that came up before March 31, 2002. These colonies also include 149 unauthorized colonies which came up as extension to “village aabadi” and have not been notified as “Lal Dora” extension and 84 left-out portions of already regularised unauthorised colonies.

The Minister said about 250 forms would be received at the camp everyday. He categorically stated that speedy completion of the regularisation process would make the unauthorised colonies a better place to live in. He said over 40 lakh people living in these colonies would benefit from the provision of all basic amenities through the process.

Pointing out that according to the Gazette notification of June 16, 2008, it had become necessary for the residents of unauthorised colonies to complete formalities including submission of lay-out plans to get them entitled for issue of a provisional certificate, the Minister said the notification had also bound the Delhi Government to immediately complete development works including construction of roads, drains, laying of water pipelines and electrification of colonies within the stipulated time-frame.

Stating that when unauthorised colonies were regularised in 1979, the liability of execution of developmental works was left to the local bodies, which could not complete this exercise even after decades, the Minister said it was for this reason that the Delhi Government had now taken up the responsibility for completion of development works keeping in view the basic needs of the residents of 1,639 unauthorised colonies, who have been facing colossal hardship.

Mr. Chauhan said that the Delhi Government had earmarked Rs.2,800 crore for execution of development works in the unauthorised colonies during the 11th Five Year Plan period and of this Rs.1,011 crore had already been spent. While Rs.743 crore has been allocated for 2008-09, Rs.351.25 crore has already been released, and an additional amount of Rs.200 crore has also been allocated for 2008-09 taking the total to Rs.943 crore.

Besides, he said, a sum of Rs.660 crore was spent on development works in unauthorised colonies during 2007-08.
