M.Vijayakumar announced the youth policy in the Assembly. THIRUVANANTHAPURAM: All departments under the State government are to set apart a share of their annual funds specifically for programmes for the welfare of the youth, according to the Kerala State Youth Policy announced in the Assembly on Wednesday. Presenting the document, Youth Affairs Minister M. Vijayakumar said that the government would take it as its duty “to provide comprehensive and integrated education to the youth and generate for them employment opportunities that suit their individual aptitudes.” The policy gives top priority for the youth belonging to the backward and vulnerable sections of society. The policy envisages unleashing the real potential of the youth for the all round development of the State. The policy recognises those between the age of 13 and 35 as ‘the youth’, Mr. Vijayakumar said. The Minister brought the document in the House as a statement under rule 300 of the procedures relating to the conduct of legislative business, which precluded the opportunity for a discussion.
