Delhi Cabinet nod for smart card-based licences

Delhi Multi-Modal Transit System to provide the system


Would not be possible to issue a licence without the person being present in the zonal office

Would also prevent issue of duplicate and fraudulent licences


NEW DELHI: Smart card-based driving licences will now be issued in Delhi as per the directions of the Union Road Transport and Highways Ministry. The decision was taken by the Delhi Cabinet on Wednesday.

Following the Cabinet meeting, Chief Minister Sheila Dikshit said the Ministry had issued a Gazette notification on August 10, 2007, providing specifications of smart cards in the Central Motor Vehicles Rules, 1989, to ensure their uniform applicability throughout the country. She said a number of States had already implemented the system.

In Delhi, the Chief Minister said, about five lakh licences are issued every year and therefore it is essential to have a “robust, efficient and reliable” system. Ms. Dikshit said a contract would be signed with the Delhi Multi-Modal Transit System for smart card-based driving licence system for 10 years. The system would provide for capturing computerised photograph and ghost photograph, fingerprint impression, signature of applicant and other required data.

The system would be foolproof as it would be impossible to issue a driving licence to a person without his or her actually being present in the zonal office. The system will be designed in such a manner that the fingerprint and other details of the licence holder are used as key fields for verifying the particulars. This will also prevent issue of duplicate and fraudulent licences.

The new system will also have a graphic user interface and ensure data integrity, shared access and security, reliability and retrieval of stored data and data consistency. Further a hot list will be prepared for impounded driving licences.
