HYDERABAD: The A.P. Public Service Commission (APPSC) has decided to move the Supreme Court on the issue of implementing reservations while selecting candidates for Mains in the Group-I services examinations, on the advice of the Advocate General of the State. APPSC Chairman Y. Venkatrami Reddy said the opinion of Advocate General C.V. Mohan Reddy was sought on the instructions of the Chief Minister and Mr. Reddy has advised the APPSC to move the Supreme Court. Prof. Reddy said the three judgements given by the High Court in 1984, 2004 and the recent one on the same issue are contradictory. While the earlier two judgements did not favour reservations at the preliminary stage, the judgement of the Court given recently wants reservations to be implemented. Prof. Reddy said the APPSC wanted to move the Supreme Court on this issue to get a clear direction. “If we go ahead with reservations in the preliminary test itself, the entire process would be stopped with lots of people challenging the Commission’s move. Moreover, officials were not ready to face contempt of court charges since cases were likely to be filed against them for not implementing the earlier judgements. Prof. Reddy was of the view that if reservations were to be implemented while selecting candidates for the Mains then the relevance of prelims would be lost because almost every candidate has to be called for Mains going by some judgements. Another problem that the APPSC faces is that if only Mains were to be conducted it would be difficult for the process to be finished on time. This year 60,000 candidates appeared for Group-I and there are six papers in the Mains.
