Steps to improve quality of municipal services Council approves financial statement for 2007-’08 Thiruvananthapuram: Deputy Mayor V. Jayaprakash told the Corporation Council on Tuesday that moves were on to improve the quality of municipal services and ensure speedy redressal of complaints from the public. Addressing a meeting of the council, he said a new system would be put in place to inform complainants about the status of their petition. “Touch screen kiosks will be installed in the Corporation office soon for the public to access the service,” he said. The council approved the annual financial statement for the year 2007-’08 submitted by the Deputy Mayor. Presenting the statement, Mr. Jayaprakash said the Corporation had revamped its accounting system to maximise revenue and ensure transparency in financial administration. He said the new system represented a switch over from the obsolete single-entry cash accounting system to the accrual-based double-entry accounting system. He said the new system would improve the Corporation’s creditworthiness and make it easier to tap external funding agencies for development projects. The single-entry cash accounting system hitherto followed by the Corporation does not provide detailed end-use statements demanded by funding agencies. The move from cash to accrual accounting was part of a major restructuring programme launched by the government to streamline financial management. The reform process has been integrated into the ongoing computerisation programme executed by the Information Kerala Mission (IKM). The new model is built on a double-entry system that eliminates book-keeping errors and gives an accurate picture of the financial position of the local body.
