Davangere panchayat officials taken to task

List of NREGS beneficiaries not properly maintained

DAVANGERE: Vijay Mittal, Director, Department of Rural Development, Government of India, and Area Officer to supervise the implementation of the National Rural Employment Guarantee Scheme (NREGS) and the Total Sanitation Campaign, took the panchayat officials to task on Wednesday for not properly maintaining the list of beneficiaries and register of works taken up under the scheme.

He also expressed dissatisfaction over the “poor performance” of the district in implementing the Total Sanitation Campaign.

Mr. Mittal, who visited several villages on Wednesday to inspect works taken up under the NREGS and implementation of the campaign, criticised the officials for not documenting the data properly.

He told the officials that documentation was vital for providing a correct picture of the progress achieved in implementing the ambitious schemes of the Union Government.

The NREGS and the campaign were launched in the district in 2006.

He said that the department had instructed the zilla panchayat authorities to carryout documentation properly even if they were conducting training camps and workshops.

“Despite this you have not maintained the assets register and beneficiaries’ list properly,” Mr. Mittal told the officials. However, he expressed satisfaction over construction of “gokatte” and check dams under the scheme.

Mr. Mittal said that only 31,222 toilets had been constructed in the district as part of the campaign as against the target of 90,808 toilets. The annual progress rate of the campaign was 4.23 per cent, he said and added that at this rate, Davangere would achieve the target by 2022 while it was aimed to reach the target by 2012.

Mr. Mittal told the officials to expedite the works under the campaign so that the annual progress rate was 13 per cent. Only 566 toilets had been constructed in government schools so far as against the target of 905 toilets, he said. Similarly, 865 toilets had been constructed in anganwadi centres as against the target of 1,005, he said and asked the officials to achieve 100 per cent progress in project by December-end.

Funds

A sum of Rs. 35.47 crore had been released to the district under the NREGS and works worth Rs. 12.66 crore had been implemented so far, Mr. Mittal said and asked the officials why they had failed to implement the works despite the sanction of funds.

Chief Executive Officer of Davangere Zilla Panchayat Guthi Jambunath and deputy secretary Rudrappa accompanied Mr. Mittal to the villages and showed him the projects being taken up under the schemes.
