Legislation expected to end corruption, says Achuthanandan Panel to monitor sub-registrar offices
THIRUVANANTHAPURAM: Chief Minister V.S. Achuthanandan has said that the government will frame a legislation to cancel forged documents to end the corrupt practices in land transactions, Releasing the citizen’s charter of the Registration Department here on Wednesday, Mr. Achuthanandan said that in spite of the best efforts of the government like computerisation of the department and making identity proof compulsory for land transactions, corruption could not be contained totally. The existing rules did not have the teeth to end corruption, but the proposed legislation would be a solution to end such practices, he said. The citizen’s charter would provide the public with information on the services to be delivered by the Registration Department. Revenue upThe revenue earned from the department registered an increase. If it was Rs.988 crore in 2005-06, it touched Rs.1,873 crore in 2006-07. By streamlining the functioning of the department, the revenue was expected to go up further, the Chief Minister said. Minister for Registration and Fisheries S. Sarma in his presidential address said that the citizen’s charter would make the functioning of sub-registrar offices more transparent. Monitoring committees comprising elected representatives and police officials would regularly monitor the function of sub-registrar offices. The committees would conduct monthly analysis of its functioning. Pension schemeMr. Sarma said that the government was considering a proposal to give pension for document writers. Leader of the Opposition Oommen Chandy, who received the charter from Mr. Achuthanandan, said the government should improve the basic facilities in the department to enhance its efficiency. Revenue Minister K.P. Rajendran announced the completion of computerisation and Law Minister M. Vijayakumar declared the installation of digital image printers in all the 309 sub-registrar offices for issuing certified copies of documents. Registration IG A.K. Ramakrishnan presented the report.
