Countering terror

The Bangalore and Ahmedabad bomb blasts and the discovery of a spate of live bombs in Surat are a shocking realisation of how unsafe our country is.

The discovery of numerous live bombs in Surat in the past three days betrays the murderous intent of terrorists. It proves beyond doubt that the city is a vulnerable target.

The chilling bomb blasts in Bangalore and Ahmedabad betray the woeful inadequacy of efficient and alert intelligence set-up at the Centre and the States. In this era of advanced technology, intelligence using technological infrastructure can be established and run efficiently. The use of professional informants should be encouraged.

In a highly populated country like ours, the police and security forces alone cannot combat terrorism. It may be worthwhile to consider the formation of locality-based civil defence units in all cities and towns to help the security forces. These units should consist of volunteer residents trained by professionals. Each unit should work in collaboration with the police and coordinate with similar units in the city. In rural areas, the panchayats should promote the idea.
