VANIYAMBADI: The recent call of the District Registrar Office inviting applications for stamp duty paper vendor licence has failed to evoke the expected response. The main reason attributed to this is the lack of sufficient publicity. Sources also alleged that most of the Sub Registrar Offices put up the application format on the notice board only four or five days before the last date (July 31). Sources at the District Registrar Office told The Hindu that the intimation was sent to all 12 Sub Registrar Offices in the district 20 days before the last date. The officials were not aware of the delay on part of the Sub Registrar Offices at Vaniyambadi, Ambur and Tirupattur in displaying the application format. Besides, most of the Sub Registrar Offices had not forwarded the intimation to village administrative offices and panchayat offices in their respective jurisdiction. Some of the tahsildar offices had also not displayed the intimation on their notice boards. Though officials at the Sub Registrar office at Vaniyambadi insist that they had displayed the application on their notice board the very day they received the information, the public denied it. As per the intimation sent to five offices in Katpadi, Gudiyatham, Tirupattur, Vaniyambadi and Vellore, those applying for the licence should have studied up to Standard VIII and above. The applicant had to submit nativity certificate, solvency certificate and conduct certificate along with the application forms. Though as per the instructions on the application, the applicant had to show property valued Rs.5 lakh to obtain solvency certificate from the tahsildar’s office, officials at the District Registrar Office said the solvency amount had been relaxed. Applicants with property worth Rs. one lakh to Rs .2 lakh could also obtain the certificate. Licence would be issued based on an interview at the District Registrar Office. Priority would be given to ex-servicemen, widows, physically challenged and Adi Dravidars. Some of the prospective applicants said that they were kept in the dark regarding the solvency certificate issue. Some officials at the Sub Registrar Offices without prior intimation had helped the applicants to get the solvency certificates for a lower property value on payment of commission, they alleged. As per official information, a total of 72 applications had been called for from the 12 Sub Registrar Offices across the district. Tirupattur topped the list inviting 19 applications followed by Gudiyatham (15), Ambur (8), Vaniyambadi (7), Katpadi (5), Kaniyambadi (4), Odukathoor (4), Jolarpet (3), Pallikondan (2), Natrampalli (2), K.V.Kuppam (2) and Pernambut (1).
