Scheme would empower poorest of the poor: Sheila Allotment of first lot of flats by September NEW DELHI: Sale of application forms for allotment of low-cost houses under the Rajiv Ratan Awas Yojana began in the Capital on Tuesday with Chief Minister Sheila Dikshit opening a sale counter at Rehgarpura in Karol Bagh. The forms would be sold through 54 centres set up across Delhi up to August 14. Stating that the scheme would empower the poorest of the poor in Delhi, Ms. Dikshit said her government was working towards obtaining more land for construction of four-storey flats to accommodate almost all the applicants of the scheme. She said the flats would be allotted to residents of jhuggi-jhonpri clusters and urban poor and priority would be given to those who have been or are being displaced due to projects related to the Commonwealth Games. Elaborating on the eligibility criteria for the scheme, Ms. Dikshit said people who have attained the age of 18 years, have been resident of Delhi for at least 10 years and whose annual income does not exceed Rs.16,000 can apply. They would also have to submit an identity proof along with the application form which has been priced at Rs.100. Scrutiny of the submitted forms will take place from August 18 to September 5 and allotment of the first lot of 10,000 flats will take place in September. The scheme will enable the urban poor and jhuggi-jhonpri residents to have a house of their own without spending much as subsidy would be provided by various agencies. While the two-bedroom unit will cost Rs.2 lakh, the one-room unit will cost Rs.1.75 lakh. Of these amounts, the Union Government would provide around Rs.60,000 under the Jawaharlal Nehru National Urban Renewal Mission and the Delhi Government or landowning agency would provide Rs.1 lakh each. The rest of the amount would have to be arranged by the allottee and for this bank loans with repayment tenure of up to 20 years would be provided. The Chief Minister said 10,000 flats were ready in Bawana and Baprola for allotment and about four lakh more would be constructed in the next three to four years. All these flats would come up with basic amenities like water, electricity, dispensary, playground, shopping centres and public transport. Development Minister Raj Kumar Chauhan said the Rajiv Ratan Awas Yojana would not only change the way the poor live in Delhi but would also initiate a process of planned development and help in overcoming haphazard growth.
