High Court constitutes committee

MADURAI: The Madras High Court has constituted a committee of judges to look into the desirability of prescribing three years of practice at the Bar as one of the qualifications for appointment to the posts of District Munsif and Judicial Magistrate.

At present, even fresh law graduates can apply for the posts after registering with the Bar Council of Tamil Nadu and Puducherry. Hundreds of such graduates appeared for the written examinations on Saturday and Sunday for the ongoing process of filing up 201 vacancies.

The move to introduce a new prerequisite comes in the backdrop of a resolution passed at the Chief Justices’ conference held in New Delhi on April 17 and 18.

The Chief Justices of all High Courts were asked to send their views to Chief Justice of India K.G. Balakrishnan within eight weeks.

Unanimous decision

This resolution was placed before a Full Court meeting held in the Principal Seat of the Madras High Court on July 21. It was unanimously decided to form a panel, comprising Judges D. Murugesan, C. Nagappan, R. Banumathi, K. Venkataraman and V. Ramasubramanian.

Subsequently, the matter was placed before the Judges of the Madurai Bench and their observations were sent to Chennai on Friday. According to a copy of the minutes of the Full Court meeting available with The Hindu, the committee shall submit a report to Chief Justice A.K. Ganguly, who would forward it to the CJI.
