Minister for Local Administration M.K. Stalin laying the foundation for a fishing harbour at Colachel in Kanyakumari district on Tuesday. NAGERCOIL: The State government plans to construct four fishing harbours at Muttom, Rajakkamangalam, Colachel and Thengapattinam in Kanyakumari district to prevent migration of fishermen to other States for jobs, Local Administration Minister M. K. Stalin said on Tuesday. Laying the foundation for a fishing harbour at Colachel near here, he said the harbours would come up in phases. In the first phase, two harbours would be constructed with private participation. In the second phase, the Colachel harbour, and in the third Thengapattinam harbour, would be constructed. Mr. Stalin said the government had been implementing welfare schemes for fishermen and self-help groups. The first SHG was started in 1989 by the DMK government to empower women. There were 3.70 lakh SHGs with a total membership of 50 lakh in the State. Their total savings stood at Rs.1,826 crore. Banks had come forward to lend them loans to set up small industries. These groups had a loan repayment record of 92 per cent. The government had also undertaken development works under the ‘Anaithu Grama Anna Marumalarchi Thittam’ in village and town panchayats to create infrastructure facilities on a par with urban areas. It would explore ways and means of upgrading local bodies. District-level committees had been formed to make suggestions. The government would also implement underground drainage schemes in all major cities and towns with financial assistance from the World Bank. In a few cities, work on underground drainage had been completed, while in the remaining it would be completed at the earliest. Assistance disbursedMr. Stalin distributed welfare assistance to the tune of Rs.6.28 crore to 2,982 beneficiaries.
