Guidelines on extending hospitality for Chief Justice, Judges adopted

MADURAI: Subordinate judicial officers in Tamil Nadu and Puducherry will now have a code of conduct as prescribed by the Chief Justice of India. Henceforth, they shall not arrange private trip, hotel, food, transport, gifts or any other hospitality to the visiting Chief Justice or other Judges of the Madras High Court.

A model code of conduct, approved by Chief Justice of India K.G. Balakrishnan, for subordinate judicial officers across the country, has been discussed and adopted by the Madras High Court.

Mr. Justice Balakrishnan had written to the Chief Justice of Madras High Court A.K. Ganguly giving guidelines on the code of conduct. He had requested to place the matter before the Full Court (all Judges) for its consideration.

Accordingly, the Madras High Court Judges, on July 21, discussed the CJI’s letter in this regard and decided to implement it with respect to the District Judges, Sub-Judges, Munsifs and Magistrates in Tamil Nadu and Puducherry.

According to a copy of the CJI’s letter available with The Hindu, no judicial officer shall arrange any private trip, including any excursion, trip or visit to a religious place for the visiting Chief Justice/Judges. The officers shall not arrange hotel, food or transport for the visiting Judges, their staff and security personnel. No function should be organised by judicial officers during the visit of the Judges except official functions organised on written directions and at the cost of the Government.

If arrangements in connection with an official visit of the Judges are required to be made by the District Judge or the Chief Judicial Magistrate, all the bills shall be raised in the name of the High Court and the payment shall be made directly by the High Court, to the extent permitted under the Rules.

“No Judicial Officer will visit the visiting Chief Justice/Judges unless called for official purposes. No Judicial Officer shall receive, see off or visit the visiting Chief Justice/Judges during court hours,” says the letter.
