Swraj Paul loses CPA poll

SINGAPORE: Lord Swraj Paul, India-born British parliamentarian and Labour member of the House of Lords, on Saturday lost to Malaysian Minister Shafie Apdal in a poll for the post of chairperson of the Commonwealth Parliamentary Association (CPA) Executive Committee.

Lord Paul secured 102 votes against Mr. Shafie’s 152 in a straight contest in the CPA General Assembly at its session in Kuala Lumpur. The session and secret ballot took place in a “very friendly and cordial” atmosphere, Lord Paul later said over the telephone.

Having campaigned on a pledge to “heal the rift in the CPA” and avert an East-West polarisation, he congratulated the winner and expressed the hope that the new chairperson would address these issues. “We in Britain will give all support towards [that], and we need a strong CPA,” said Lord Paul.

The overall attitude of the Indian members of the CPA towards his candidature came as “a big disappointment” to him, but he would not harbour bitter feelings. Some Indian delegates did seem to have supported him, and he would continue to be actively associated with the CPA.

The outgoing chairperson of CPA Central Committee and West Bengal Legislative Assembly Speaker, Hashim Abdul Halim, was elected treasurer for a three-year term. Mr. Halim defeated Clare Christian from the Isle of Man. Lok Sabha Speaker Somnath Chatterjee was elected regional representative from the India Region on the new CPA Executive Committee. Also chosen to similar positions were the Speakers of Bihar and Assam, Uday Narain Choudhury and Tanka Bahadur Rai, respectively.
