Probe begins into Kalinga Nagar firing

Patra to visit Jajpur on Aug.17

CUTTACK: Retired judge of Orissa High Court Justice P. K. Patra, appointed as Commission of enquiry, on Tuesday began probing into the January 2, 2006 police firing at Kalinga Nagar in which 14 tribal persons were killed while opposing a Tata Steel project.

Justice Patra holding the first sitting of the enquiry at the Circuit House here decided that he would visit the spot of the incident in Jajpur district, about 60 km from here on August 17.

The Commission also decided to issue fresh summons to all the 140-odd persons who had filed affidavits earlier for cross examinations.

It may be noted here that Justice A.S. Naidu, a sitting judge of the High Court was earlier appointed as the Commission of enquiry to probe into the incident in 2006.

But the Commission ceased to function in November 2007 without completing its task in view of a Supreme Court’s ruling that sitting judges of High Courts should not head judicial fact-finding panels.

Justice Naidu held as many as 20 sittings and examined as many as 15 witnesses, mostly government officials, including the then Collector and SP of the district.

Following the winding of Justice Naidu Commission, the State government had appointed Justice Patra to probe into the case in January this year.
