Row over TDB transfers

THIRUVANANTHAPURAM: The transfer and postings of gazetted officers in the Travancore Devaswom Board (TDB) have once again triggered a row with board member P. Narayanan and Devaswom Commissioner P.V. Nalinakshan Nair expressing their dissent on the grounds that the decisions were made against the recommendations of the Paripoornan Commission.

Official sources told The Hindu that Mr. Narayanan and Mr. Nalinakshan Nair had given letters to the Board on Wednesday saying that the decision to transfer and post C.R. Radhakrishnan Nair, deputy devaswom commissioner (inspection), as Thiruvabharanam Commissioner in Aranmula was against the proposal of the Commissioner to upgrade the post and shift the office to Thiruvananthapuram. The board, on Tuesday, repealed its decision to shift the office, rejected the Commissioner’s proposal and ordered that an officer well-versed in rules may be posted as Thiruvabharanam Deputy Commissioner. It had also effected other transfers.

While the Board secretary cited the commission recommendations for issuing the order, Mr. Nalinakshan Nair has quoted the commission saying the report had specifically said that “the office of the Thiruvabharanam Commissioner may be shifted to headquarters and posted an efficient officer” and it was not to downgrade the post. On learning about the move, Mr. Nalinakshan Nair had issued an order on Monday saying that the transfer should not be made at a time when the Sabrimala festival arrangements were being made. He also said that the Deputy Commissioner (Inspection) should not hand over charge to anyone without his orders.

The Board accused the Commissioner of disobeying its orders. Mr. Nalinakshan Nair has said that the Deputy Commissioner (inspection) was carrying out inspections on his behalf and the Board should have consulted him before transferring the latter to Aranmula. Earlier, Devaswom Ombudsman R. Bhaskaran, in a letter to the Court, had recommended a Vigilance inquiry into the allegations about the transfers and postings of administrative officers to temples which had wealth and assets.
