NEW DELHI: The All India Trade Union Congress (AITUC) has expressed its unhappiness with the Pay Commission recommendations adopted by the Cabinet on Thursday. In a statement issued here, AITUC general secretary Gurudas Dasgupta said the minimum wage of a Class IV employee, as recommended by the Commission and now fixed by the government, was much smaller than what the unions had demanded during the course of discussions. Though the pay fixation formula and rate of increment had been marginally improved, it was still less than what was demanded by the unions. The major issues raised by the unions, concerning continuation of recruitment to Class IV posts in Central services and rejection of the Pay Commission recommendations on outsourcing/categorisation, had not been addressed by the government, Mr. Dasgupta said. These were major irritants and they needed to be discussed with the staff unions immediately and resolved amicably. ArrearsThe decision to pay only 40 per cent arrears this year and 60 per cent the next year, which was against the recommendations of the Pay Commission itself, should be reconsidered. The entire arrear amount must be paid to the employees immediately in cash, the statement said. The Confederation of Central Government Employees and Workers’ secretary K.K.N. Kutty said the union’s suggestions, including a minimum wage of Rs. 10,000; 5 per cent rate of increment as in the case of PSUs; and making 40 per cent fitment, had not been accepted.
