Haryana to implement pay panel proposals

Governor lauds role of the State in nation’s progress

Chandigarh : Haryana Governor A.R. Kidwai on Friday exhorted the people to be highly motivated and ensure that the State and the country progressed rapidly.

Delivering the Independence Day address at a function held at Gurgaon, Dr.Kidwai paid rich tributes to the freedom fighters and martyrs of the national freedom struggle whose sacrifices made India free.

Now, India was making unprecedented progress in all fields and it was indeed praiseworthy that the people of Haryana were playing a significant role in this endeavour.

Observing that India had reached a high level of development because of its focus on higher and technical education, he called upon university students and teachers to further maintain this pace of development.

Meanwhile, Haryana Chief Minister Bhupinder Singh Hooda while speaking at the Independence Day function at Palwal announced that his regime would implement the recommendations of the Sixth Pay Commission on the pattern of the Central Government.

He also announced that a committee headed by Chief Secretary Dharam Vir had been constituted to study the recommendations of the Pay Commission.

While paying tributes to all those who had sacrificed their lives for the freedom of the country , he recalled that Palwal had its historical link with the freedom movement as the Father of the Nation, Mahatma Gandhi was arrested at Palwal railway station on April 10,1919 while he was proceeding to Punjab.

Disclosing that Hodal, Palwal and Hathin , tehsils of the new Palwal district, had been declared as industrially backward areas, Mr. Hooda said that the construction of Kundli-Maneshar-Palwal Expressway and development of SEZs around the Expressway would give a boost to industrial activities in the new district.

Mr. Hooda reiterated that his regime had taken many historical initiatives for the welfare of all sections of society including farmers, freedom fighters, ex-servicemen, serving soldiers, war widows, women, students, members belonging to Scheduled Castes and other weaker sections of the society.

Now, Haryana had become a leading State in the country in per capita investment and in per capita income. Investors had so far made a record investment of Rs. 35,000 crore and investment proposals of Rs. 80,000 crore were in the pipeline, he added.

He reiterated that industrialization was one of the priorities for creating more employment opportunities. Proposals had been received for setting up of 94 Special Economic Zones (SEZ) in the State involving an investment of Rs. two lakh crore.

Earlier, the Chief Minister unfurled the National Flag and took salute at an impressive march past presented by the contingents of Haryana Police, Haryana Armed Police, Home Guards, NCC cadets, Scouts and Girl Guides. He also honoured freedom fighters and war widows and distributed tri-cycles among the disabled.

Mr. Hooda also launched an innovative incentive- based “Jacha Bacha Scheme” to promote safe institutional delivery, decrease Infant Mortality Rate (IMR) and Maternal Mortality Rate increase female sex ratio and ensure gender equality and women empowerment.

The scheme would be implemented by Haryana Health Department and Female Multipurpose Health Workers, Staff Nurses and Medical Officers. Each of them, who conducts a safe institutional delivery at sub-centre, primary health centre and community health centre, along with other required parameters, hereinafter would receive a cash incentive of Rs. 400 in case of male new born and Rs. 600 for a female new born.
