High Court pulls up Higher Education Department

Services of teachers yet to be recognised


They continue to get salary as per their rank as non-teaching staff

Education Department asked to clear its stance by Sept.15


BERHAMPUR: The ‘babus’ in the Higher Education Department of the State could ignore the orders of the Orissa High Court jeopardising the fate of a higher secondary institution on the Berhampur University campus.

This institution is being managed by a group of staff who are yet to get the status of teachers although they are teaching in the institute since 1993. As per the decision of the syndicate of the university 10 teaching posts were created for this institute in 1993. Seven non-teaching staff of the university who had required qualification for teaching jobs were deputed to the higher secondary institute. They are continuing to get salary as per their rank as non-teaching staff in the university pay roll. Despite promises they are yet to be recognised as teachers by the Education Department. Three other posts were filled by candidates from outside, who were promised to be paid consolidated pay by the university till their posts got sanctioned by the Education Department.

Despite recommendations of the Governor of the State and Chancellor of the University as well as repeated requests of the syndicate of the university, the Higher Secondary Department did not heed to provide status of teachers to them.

Some of these staff of the institution approached the Orissa High Court. In January this year the High Court directed the State Government to create posts for these persons to accommodate them as teachers within three months.

But even the order of the High Court lost its value in the corridors of Higher Secondary Department, said Susanta Mohapatra who has served as a teacher in the institute without official recognition till now.

As per the directive of the High Court the university had provided fresh proposal regarding recognition of these teachers to the Education Department.
