MUMBAI: U.S. citizen Kenneth Haywood, from whose Internet Protocol address a terror e-mail threat was sent just before the Ahmedabad blasts, should not have been allowed to leave India, Parambir Singh, Additional Commissioner, Anti-Terrorism Squad, Mumbai said here on Tuesday. “What has happened should not have happened,” he said. Such a thing has “never happened in my experience.” Now all fingers point to Delhi officials, including the Foreigners Regional Registration Officer. The ATS had sent a lookout notice against Haywood on July 30, 2008. “It was on all the systems in Delhi,” said Mr. Singh. Although the polygraph test results and computer forensic analysis do not show his involvement in the blast case, the police wanted to question Haywood on his allegations of bribery against some ATS officials. He thus remained on the periphery of suspicion and police vigilance. The investigating agency will now try to contact him but it will not ask for his extradition. Meanwhile, the name of Abdul Subhan Qureshi alias Tauqeer Bilal is cropping up repeatedly in connection with the e-mail threat. Mr. Singh said Tauqeer had worked with three software companies around Mumbai. Investigations with his former employers revealed that he was efficient. His resignation letter stated that he wanted to concentrate on other things.
