dated August 21, 1958: Atomic explosion

East-West agreement in Geneva on August 19, on ideas for policing a suspension of nuclear tests was seen in diplomatic quarters here as opening a clear road towards ultimate accord on an end at atomic weapons explosions. Information filtering through to the U.N. headquarters from Geneva had given an optimistic picture of the progress of the scientific talks, which to-day’s communiqué appeared to conform. Demands for a cessation of weapons tests are expected to be a dominant theme of the forthcoming regular session of the General Assembly opening on September 16, which is due to debate a report from its 15-member scientific committee on the effects of radiation. The group concluded after more than two years of study that it would benefit human health if tests were stopped, but it made no formal recommendation to this effect, noting that it was a political matter.
