Civic polls: observers to supervise expenditure of candidates

BHUBANESWAR: The State Election Commission on Wednesday appointed 23 expenditure observers for the upcoming elections to the urban local bodies (ULB). For the first time expenditure observers for ULB elections will be deputed in the State. Earlier, such observers were appointed for the Assembly, the Lok Sabha and the panchayat elections.

Addressing a meeting of expenditure observers for ULB elections, the State Election Commission (SEC) Sanjib Chandra Hota directed them to see that the ceiling fixed on expenditure of a candidate contesting the election was implemented. Expenditure observers appointed for each ULBs should supervise the election expenses of contesting candidates and prepare schedule of inspection in such a manner that the day-to-day account could be verified at least twice during the period of electioneering, Mr. Hota said.

Each candidate in the fray would be required to maintain a day-to-day account including the expenditure on vehicle in a register in the format prescribed by the Election Commission, according to a statement released here on Wednesday. These expenditure observers were asked to scrutinise the expenditure on daily basis, it said. Non-production of registers for verification by any candidate would be the evidence against the candidate in case of an election case filed against that candidate, Mr. Hota said.

Affidavits

Moreover, the candidates who intend to contest the election could file their affidavits mentioning their educational qualification, property list and criminal background before executive magistrates apart from first class magistrate and notaries. Meanwhile, SEC decided to conduct election for Balasore municipality as Orissa High Court refused to intervene in the reconstitution of wards carried out by the district Collector. District magistrate of Balasore on Wednesday published a fresh list of reserved seats for 31 wards in the municipality.
