Change sought in order on employees’ transfer

NEW DELHI: The Andhra Pradesh government has sought the Centre’s assistance to amend para 5(2) (a) of the 1975 Presidential order so as to enable it to transfer government employees, on promotion, from the offices of the Head of the Department and Secretariat services to field level posts.
The State Government, in its memorandum to the Union Home Ministry, wants inclusion of the word “or promotion” after the words “transfer” in the 1975 Presidential order.
The government said the employees of the Secretariat/ HoDs were being transferred to various categories of posts in the field and those in the field posts to the Secretariat/HoD services to help them get better administrative skills. Several transfer-promotions were given and this method came to a halt after the Supreme Court’s stay on November 7, 2001.
Local cadre
The apex court had held then that employees working in posts which were not localised could not be appointed to the posts which were organised into local cadre and that such appointments were against the provisions of the Presidential order.
