Sikkim does well in community information centres Delhi voted best e-governed State followed by Goa NEW DELHI: Delhi, Chandigarh and Goa are rated the best in terms of e-network access by their households but as far as State’s e-network policies are concerned, Southern part takes a lead in them, beating most other States hollow, according to an Assocham assessment on ‘E-governance initiatives’. Andhra Pradesh, Karnataka, Tamil Nadu and Kerala have remained leaders in the last four-year period, beginning 2005 as far as e-readiness is concerned, while Chandigarh, Haryana and Rajasthan have shown betterment in it during the period. Releasing the Assocham assessment, its Secretary General D. S. Rawat said, “A country’s e-readiness measures the current state of its ICT infrastructure and the degree to which its consumers, businesses and governments are able to capitalise on Internet-based opportunities. It determines the degree to which a country is prepared to participate in the networked world. The States have been rated on parameters: network access, e-learning, network society, e-governance and network economy”. Delhi, Chandigarh and Goa have been rated the best in terms of network access that includes indicators. Moreover, Delhi and Chandigarh are equally well in e-learning, which is based on percentage of colleges and schools with Internet access, universities offering infotech courses and computer labs. Network policies are evaluated on government’s efforts to address issues, related to telecom and e-commerce is well found in most southern States including Maharashtra. Network society, which is measured on number of online companies, local language websites are good in States such as Karnataka and Chandigarh. In the Southern Region, Andhra Pradesh’s initiatives such as Rajiv Internet Village launched in 2004 seeks to provide a host of services to the rural population through its 22,000 kiosks. Due to these measures it is estimated that Andhra Pradesh will capture 41 per cent of the national IT and IT-enabled services market by 2010. In the northern region, Delhi and Punjab have improved their rankings significantly over the three-year period. Delhi is a major centre for the major IT companies and there is better PPP policy. Recently, Delhi was voted the best e-governed State followed by Goa as citizens gave maximum marks to e-initiatives in education, income tax and transport services to these regions. Sikkim from the North-Eastern region has done well with its community information centres (CICs) and well established network access.
