HYDERABAD: Consequent to abolishing of Hyderabad Urban Development Authority (HUDA) and constitution of Hyderabad Metropolitan Development Authority (HMDA), the government on Saturday issued orders posting K.S. Jawahar Reddy as the Metropolitan Commissioner. Chief Minister Y.S. Rajasekhara Reddy would be laying foundation stone for the new body’s complex at Hitex in Madhapur on Sunday. Initiated to ensure a scientific and regulated development in the capital region and the surrounding districts, the jurisdiction of HMDA registers three-fold in jurisdiction of the earlier body. It adds to HUDA which had four UDAs covering an extent of about 2,000 sq. km, with an additional area of 4,655 sq.km. HMDA is expected to cover 78 lakh population with addition of 13 lakh following the move. The jurisdiction covers 54 mandals in the five districts and includes 16 of Hyderabad, 10 of Medak, 22 of Rangareddy, two of Mahbubnagar and four of Nalgonda. The Chief Minister would be the chairman of the body which apart from planning also has enforcement powers. The three-tier structure incorporates and involves the local bodies while the administration gets decentralised with incorporation of planning staff from panchayats, district-level boards and the local bodies. The HMDA is also expected to ensure uniform development of surrounding municipalities which in recent times have seen a spurt in development but lagged behind in terms of infrastructure and affected by fund scarcity. Since local bodies and related departments would be involved at every step from planning to enforcement, norms and development is expected to be more effective.
