Jammu: A day after Shri Amarnath Sagharsh Samiti and Shri Amarnathji Shrine Board agreed for an amicable solution to the land transfer issue, there were a series of behind-the-scenes confabulations on either side to get a win-win solution by getting the “wording of the agreement” right. On Saturday night, the two sides postponed their dialogue process for two or three days after the third round when the broad contours of the agreement were drawn. Both agreed to meet after consulting their colleagues. The Jammu and Kashmir government does not want any agreement to lead to regional polarisation, while the Samiti wants the people of Jammu to be satisfied. In practical terms, the State government has agreed to make the land available to the Shrine Board temporarily for three months during the Yatra period. But the main hitch is the use of the words to articulate this position of the State government so that no region — Jammu or Kashmir Valley — feels that it has lost out. The government wants to give “user rights” to the Shrine Board for the yatra period. On the other hand, the Samiti wants a categorical order which states that “for the yatra period the Shrine Board will have exclusive rights” over the land. Both sides are consulting legal experts. Sources told The Hindu that it had been agreed that helicopter and security services would be the responsibility of the government. Also, the government will take legal action against police personnel responsible for alleged atrocities on agitators. It will compensate the traders who have suffered huge losses in the last two months. There is a broad agreement that the independent nature of the Shrine board should be maintained at all costs, and the reconstitution of the board is a possibility. Curfew had been lifted from Jammu, Samba and Udhampur.
