High Court re-constitutes committee for allotment of flats in housing societies

NEW DELHI: The Delhi High Court on Monday re-constituted the committee set up for verification of eligible members for allotment of flats in group housing societies where land had been allotted and construction is complete or nearing completion.

These societies were earlier hijacked by the builder mafia in the Capital in complicity with then staff and members of the Registrar of Co-operative Societies, Delhi.

The matter reached the High Court in 2004 with filing of petitions by members of the affected group housing societies. Those accused in the scam are being prosecuted by the Central Bureau of Investigation in a designated court here. A Division Bench of the Court comprising Justice Manmohan Sarin and Justice Veena Birbal reconstituted the committee headed earlier by former Delhi High Court Judge J.P. Singh following differences among its members over the manner in which the verification was to be done.

The reconstituted committee will be headed by former Delhi High Court Judge R.C. Chopra. There will be two other members in the committee.

However, the Justice Chopra Committee will only have the power to review the verification done by the Registrar of Co-operative Societies.

The Bench directed the Justice Chopra Committee to submit its report to the Court regarding approval, rejection, modification and remission of the Registrar’s order within two months of receipt of its receipt.

The Court then will pass suitable orders and direct the Registrar of Co-operative Societies to forward the list as approved to the Delhi Development Authority for draw of lots.
