dated August 28, 1958: Congress ideology

Mr. Nehru is reported to have emphasised at an informal meeting of Congress members of Parliament in New Delhi on August 26 the need for reshaping the ideologies and programmes of the Congress so as to keep it in tune with the demands of a changing society. A major part of the discussions centred on organisational matters and the food situation. References were also made to the reverses of Congress in certain recent by-elections. On the food problem, Mr. Nehru is understood to have said that minor irrigation works should be left to panchayats and village cooperatives which should be properly developed. Government should help these organisations adequately, but the emphasis should be on the self-reliance of the people.
