The complex will house six jails with a combined capacity of 3,136 inmates It would have a 50-bed hospital, educational facilities, air-cooling among other facilities NEW DELHI: Delhi Chief Minister Sheila Dikshit on Saturday laid the foundation stone of a modern model jail called “Adarsh Sudhar Grih” at Mandoli. To be constructed over an area of 68 acre at an estimated cost of Rs 168 crore, this jail would be ready by 2010. Speaking on the occasion, Ms Dikshit said the new jail would be better than even Tihar Jail that is regarded as the best jail in the country. She also informed that Delhi Government has got five new jails during the last six years to overcome the problem of overcrowding. Stating that the jails of Delhi were reform centres that helped in total transformation of inmates and made them trained and self-sufficient,Ms. Dikshit said at the time of release the inmates are also being paid a consolidated amount of their earned wages along with a sum of Rs 10,000 to enable them to start life anew. The Delhi Government, she said, has recently increased the wages of the inmates by four times. “The inmates are also human beings and it becomes our duty and responsibility to provide them reasonable facilities inside the jails. A number of NGOs have also been contributing in making them a reformed person and good citizen,” she said. The Mandoli Jail Complex would have six jails with a combined capacity of 3,136 inmates. It would have a 50-bedded hospital, special educational facilities for adolescents, solar water heater system, rainwater harvesting, sewage treatment plant, dual water supply system, air-cooling in each ward and a large green central court with every ward. To prevent any mischief, this jail would not have any electrical fixtures inside the wards and the light would be provided from outside. The jail buildings would be “energy conscious”, there would be parking for visitors near the entrance gate, inmates would get drinking water through an RO system and there would be 333 family quarters and 604 rooms for the staff in the hostel. The new jail would also have latest security arrangements like CCTV, mobile jammer, X-ray scanners, bio-metric fingerprint identification system, access control system, prison management system and visitor management system. It would also have a meditation hall and video-conferencing and watch tower.
