Y.S. Rajasekhara Reddy HYDERABAD: Chief Minister Y. S. Rajasekhara Reddy said here on Tuesday that it was the responsibility of the officials to implement the policies framed by the political bosses in word and spirit, whether they liked it or not. ‘Good political administration and good bureaucracy can change the life of the common man. The live examples are Jalayagnam and Rajiv Arogyasri which have changed the lives of many,” he said while addressing the 82nd Foundation Course programme for the Officers Trainees selected by the Lal Bahadur Shastri National Academy of Administration (NAA), Mussoorie. The 15-week training is being conducted at Dr Marri Channa Reddy Human Resources Development Institute here parallel to that at Mussoorie. For the first time, the Institute is organising such a training programme in which 182 trainee officers from different cadres are participating. Stating that important and distinct duties were clearly defined for politicians and bureaucrats, Dr. Reddy said that growth should be inclusive and islands of prosperity would not sustain for long. Finance Minister K. Rosaiah, who is Chair of the HRD Institute, suggested to the officials to change their misconception about the ability of their political masters. “Things are not perfect with the Civil Services and need to be corrected. There is need for performance indicators for assessing the functioning of the officials. There are many challenges awaiting you and you must innovate new methods to deal with them,” he said. Earlier, NAA Joint Director Padamvir Singh and MCR HRD Insitute Director General VP Jauhari urged the trainee officers to change the image officers among the public. Department of Personnel and Training Joint Secretary Ajay Sawhney also spoke. The Chief Minister earlier administered an oath to the officials to abide by the Constitution.
