KOCHI: A Kerala High Court Bench of Chief Justice H.L. Dattu and Justice K.M. Joseph on Thursday expunged certain adverse remarks made by a single judge against the State government and the police in connection with violence in Kannur. The single judge had observed that the only solution to end the violence in Kannur district was intervention by the Union government by deploying sufficient forces that would not yield to political clout. The single judge had made the observations while ordering a CBI (Central Bureau of Investigation) investigation into the murder of Muhammed Fasal, a National Development Front (NDF) worker in Thalassery. The petitioner, Mariyu, alleged that her husband was murdered by Communist Party of India (Marxist) activists because he had defected to the NDF from the CPI (M). The Bench, however, dismissed the appeals of the State government and the Director-General of Police against the single judge’s directive to order CBI inquiry. Notice issuedJustice S. Siri Jagan issued notice to the Secretary, Union Ministry of Human Resource Development, and Secretary, University Grants Commission (UGC), on a contempt plea that they failed to comply with a High Court directive to provide 80 per cent of the funds for career advancement schemes of lecturers. The court ordered that on receipt of the funds, the UGC Secretary disburse monetary benefits to petitioners E.P. Mathew, St. Stephen’s College, Uzhavoor, and another college teacher within two months.
