The government's National Heritage Council said Thursday that Castro was the third recipient of its Ubuntu Award. The two previous winners were Africans - former South African President Nelson Mandela and former Zambian President Kenneth Kaunda. ``Ubuntu'' refers to the importance of community. The idea often is expressed as, ``People are people because of other people.''Africans revere Castro for his support of anti-colonial rebellions and of the anti-apartheid movement. Castro attended Mandela's 1994 inauguration. -- AP
