BANGALORE: The Karnataka State Human Rights Commission has thrown out the charges of human rights violations made against the Kaiga Nuclear Power Project near Karwar. Madhukar Devadas, an ex-serviceman and environmentalist, lodged a complaint (HRC 284/08) on January 30, 2008, against the Nuclear Power Corporation of India (NPCI) and alleged that it was not providing employment to the local people who had lost their lands and residential houses to the project. The commission asked the Deputy Commissioner to hold an inquiry and submit a report. The Deputy Commissioner and the senior manager of Kaiga project sent their reports to the SHRC. “The NPCI had acquired land from 133 families in Kaiga and provided employment to 186 family members. The NPCI had also deposited Rs. 5.7 crore before the Civil Judge (Senior Division) of Karwar as compensation, to distribute to land losers. All the displaced persons have been allotted a rehabilitation site, and rehabilitation grant has been paid according to the order of the State Government. A good percentage of contracts and employment in the Kaiga project site have been awarded to the local people,” the Kaiga authorities said in their report. The commission had written to the complainant and sought his opinion but he did not respond. Commission member B. Parthasarathy, who investigated the case, concluded there were no such violations.
