This Day That Age
The 198-clause Madras Panchayats Bill with four Schedules was passed on September 30 in Madras by the Legislative Assembly. Amendments to clauses were moved by the government during the passage of the Bill after discussions with the Legislature Committee, in which representatives of all parties were associated to advise the Government on this measure to reform local administration. The Bill will bring into existence about 358 Panchayat Union Councils set up at the level of development blocks in accordance with a phased programme with October 2, 1961 as the target date, along with the abolition of district boards at district levels. In the discussion of the clauses, the government, by amendments which were accepted, substituted new clauses relating to dissolution of Panchayats and Panchayat Union Councils.
