Tass said, in a report circulated in Berlin on October 2, that Soviet nuclear tests had been resumed since Western Powers have not ceased atomic weapon tests. Tass said it was authorised to state that though thus compelled to resume nuclear weapon tests, the Soviet Union will continue towards the universal termination of tests for all times.
