dated October 18, 1958: GATT meeting

Speaking at the opening session of the three-day ministerial meeting convened by the General Agreement on Tariffs and Trade (GATT) in Geneva on October 16, Mr. N. Kanungo, the Indian Minister for Commerce, hoped that the present meeting would be able to agree upon policies that would give under-developed countries a chance to survive and to live in freedom and dignity. Countries in the course of economic development had a strong tendency to run into difficulties of balance of payments because for their development programmes they had to rely heavily on import of capital goods.
