People’s China announced on October 20 that she was ending the Quemoy offshore islands cease-fire and resuming shelling “as a measure of punishment.” An order revoking the cease-fire, issued by Defence Minister, Peng Teh Huai, said Formosa had violated the cease-fire conditions by introducing American destroyer escorts in Quemoy waters during the night. It accused the Kuomintang of stepping up war preparations and rejecting peace talks.
