Court restrains Panchayat Raj Department

CHENNAI: The Madras High Court has granted interim stay on operation of all further proceedings pursuant to an order of the State Commissioner, Rural Development and Panchayat Raj Department, issued this month, calling upon a chosen few for signing an agreement for supplying books to village panchayat libraries to be established under the Anaithu Grama Anna Marumalarchi Thittam.

Ad-interim injunction

Ordering notice of motion returnable in two weeks on writ petitions, Justice K.Suguna also granted an ad-interim injunction restraining the respondents -- the Secretary and the Commissioner of Rural Development and Panchayat Raj Department -- from in any manner finalising or placing orders for purchase of books pursuant to a notification issued by Commissioner, pending disposal of the petitions.

In the writ petitions, Rajeswari Puthaga Nilayam, T. Nagar and others sought a direction calling for the records relating to the G.O.s of the Secretary dated December 31, 2007 and the consequential G.O. of the department dated June this year and to quash them in so far as it related to the constitution of committee at the sole discretion of the Commissioner for the purpose of selecting books to be supplied to the libraries pursuant to a notification published in a daily in August last year.

Seek direction

The petitioners sought a direction to the respondents to consider and select the publications submitted by them based upon the method for the libraries for village panchayats pursuant to the procedure notified by the Secretary in a government order of June last year.
