This Day That Age
The United States and Russia put forward very different proposals for the basis of any international agreement for the suspension of nuclear tests. The chief Soviet delegate, Mr. Semen Tsarapkin, told the opening session of the three-Power nuclear tests suspension conference in Geneva on October 31 that Russia was willing to conclude an immediate agreement for the cessation for all time of atomic tests with the organisation of a control system as proposed by the East-West scientists’ conference in Geneva last July and August. The Soviet delegate added: “If the U.S. and the U.K. governments are ready to sign such an agreement, the Soviet Union will, for its part, also sign.
