THIRUVANANTHAPURAM: Officials of the Water Resources Department on Wednesday finalised a response to the memorandum given by Tamil Nadu as part of the process to review the Parambikulam Aliyar Project (PAP) agreement. This will be sent to Tamil Nadu after approval by Chief Minister V. S. Achuthanandan next week. Kerala is seeking increased share in water being released at Sholayar and Manacadavu weir on the basis of fresh assessment of yield in the catchment. It also wants revision of norms for release of water to Kerala from the Parambikulam reservoir. The State will demand control over regulatory structures within Kerala. It also wants reconstitution of the Joint Water Regulatory Board besides transfer of project buildings in Kerala territory to the State. The response will be silent on some of the demands raised by Tamil Nadu in its memorandum such as construction of additional structures as there were issues to be discussed during the talks at the level of Chief Secretaries and Ministers. The exercise is being undertaken as a prelude to the resumption of talks at the Chief Secretaries’ level. The last round of talks was held in May this year.
