dated November 10, 1958: Soviet offences

Mr. Douglas Dillion, U.S. Under- Secretary of State for Economic Affairs, said in San Francisco on November 7 that the Soviet Union's economic offensive in under-developed countries has gained rapid momentum. In a speech prepared for a conference of the World Affairs Council of Northern California, he said that he has returned from a recent tour in the Middle East, Africa and South Asia more than ever convinced that the future safety and well-being of the United States rested partly on its relations with the depressed and hungry masses in those regions.
